Temporary traffic management follows national rules. These are the main references for the three countries we cover.
Germany

Contractors obtain the traffic order (VAO) before works start by submitting a traffic sign plan. Each federal state introduces RSA 21 itself, so the rules of the state where the works take place also apply.

Traffic signs
The new rulebook on temporary signing has applied since 26 September 2026, and the amendments to the Law entered into force on 7 August 2026.

Instruction 8.3-IC covers fixed works outside built-up areas on the state network and must be applied together with RD 465/2025. Works need the road owner’s authorisation and prior notice to the traffic authority. Regional or municipal rules may apply on other networks.
